[Distutils] PEP 345 update + RFC on "Requires-External" and "Requires-Python"

IMHO the only sane way of keeping the field is regarding it as a
"readme" and hence just make it completely free form text to be
interpreted by humans only.

I'm +0 on removing it since the long description can probably describe
this easier.
