2.4 is a good number because it is supported on many "enterprise" linux
OS (RHEL 5 for example), and brings things which are quite useful for
building/packaging.

It is just one data point, but when scons started deprecating python <
2.2 sometimes last year, I have not seen anyone complaining on the scons ML.
