[Distutils] install --dry-run broken?

I wouldn't! I find it useful for testing a setup.py that
I'm about to distribute, to make sure it isn't going to
fall over due to some stupid bug as soon as someone tries
to use it.

-1 on removing this feature, +1 on fixing it.
