[Distutils] buildout: bootstrap.py in 1.5.0b1 + python 2.5

Ah-ha!  That makes more sense.  I was pretty sure everything worked on 2.5, since we have significant use of that right now.

You can (on Launchpad) but it isn't necessary.  I'm working on the bugs I've heard so far.
