I think you (Tarek) summarized the situation correctly. Higher-level
tools will need to calculate the dependency graph to do anything useful
with dependencies. But calculating the dep graph would STILL not allow
them to do any handling of orphaned dependencies unless they have access
to the bit of information provided by REQUESTED. And that bit of
information is only useful if it is standardized between all tools.
