[Distutils] PEP 376 - RECORD file / Data files + pip feedback ?

Is there anything besides what is described in PEP 376 for the RECORD
syntax ? It would also be useful for me to see the actual
implementation for the syntax (or is everything described in PEP 376
already in the main distribute hg repo  ?)
