I was travelling, so I couldn't look at this yet. I'll be able to look
at it today,
we need to understand why this folder can be present and empty under some
circumstances, and what it means.

Notice that the whole point of Distribute is to allow packaging people
to fix bugs and not
depend on one person. IIRC you have a commit access so you can fix bugs too ;)

And I'd be glad to give you a pypi access and to show you how to do releases
