[Distutils] buildout, setuptools, sourceforge problems

One workaround people have suggested is to add

  [buildout]
  allow-hosts =
    *.python.org

  # plus other machines that are *not* sourceforge.net, if you use eggs
  # that aren't uploaded to PyPI

to your buildout.cfg.
