[Distutils] [issue130] Setuptools fails to detect Python2.7 install, then provides useless dialog

New submission from Paul Makepeace <paulm+python at paulm.com>:

I'm attempting to install setuptools with both 2.6 & 2.7 .msi

Midway thru' I get a modal complaining about not finding Python in the registry (I have a stock install so this is puzzling). Python is in C:\Python27

Upon 'OK'ing that dialog I get this useless form; see attached. Can't proceed.
