[Distutils] Changing sysconfig.cfg values for windows

There is a long-standing distinction between Windows,OS2, and every 
other install scheme - the anomalous placement of binaries in "Scripts." 
This is being maintained even as we move to packaging/distutils2 - the 
old values are maintained in _backbport/sysconfig.cfg.

For 3.3 would it be possible to regularize the install layouts as much 
as possible? At least using (lower case) 'bin', 'lib', and 'include' 
everywhere would go a long way toward easing cross-platform development.
