[Distutils] What does it mean for Python to "bundle pip"?

Whoops, my apologies. It's getting too late at night here. I seem to have
skimmed that without my brain being connected to my eyes. I think I may
still have some comments I'd like to make, but I'll leave them until I'm
awake enough to avoid humiliating myself in public a second time :-)
