The setuptools behaviour is the most practical scheme in use in the Python community. I've made most of the suggested edits to the PEP. It hurts to have multiple version schemes in concurrent use.
I have mixed feelings on semver (and PEP386), but double amen to that it hurts to have
multiple version schemes in concurrent use, specially when all 3 are (at least in way
or another) incompatible with each other. Personally I think PEP386 (with a tweak to
it to make it compatible with setuptools) is the proper step forward for Python because
it's an easier transition than semver.
