[Distutils] python-meta-packaging resource hub

Hello Kevin:
I have admin access.   I'll look at this in a bit.
I'm trying to find a sphinx project that was posted recently that offered
an index for compiler tools.
that seemed to have a good template we could kickstart with
can someone point us to where that was?
