[Distutils] The pypa account on BitBucket

as it as now, I can create qwcode repos and give access to the Pypa group,
but not seeing how to create repos managed by pypa and have them show under
that account.
I'm less familiar with bitbucket teams?  anyone?  create them and then
transfer to Pypa maybe?
or I just don't have the permissions to create?
