Sdist 2.0 -> MEB system w/ discovery baked into pydist.json
Source Checkout -> ??? Probably some easy to edit file that tells pip which MEB system to use

Of course, i'm not against documenting what a setup.py interface should

I think updating distutils is a dead end. Even if we do it in a completely
backwards compatible way it will still only be available in 3.4+ or 3.5+.
We've just recently gotten some confusing advice nullified by the
distribute/setuptools merger so re-adding back in some new confusing
advice seems to be user hostile. "Use setuptools.. unless you're (and
every user who might possibly install your thing) using Python 3.4+
and you're only using this list of features from setuptools we deemed
important, well then you can use distutils.
One of the fundamental problems with setup.py i it's used for both install
and for building. This means that anything that is required to run
the setup.py needs to be available to end users. If you use the proposed
new distutils features (only available in 3.4+) then anyone trying to
install your package on an older version of Python it will not work.
