Lowering the barrier to participation for pip, virtualenv and warehouse
developers was also a specific consideration.

Marcus didn't make the decision to move unilaterally - we discussed it on
the user guide issue tracker and decided that on balance it made sense to
move, since I didn't mind either way as the originator of the idea, it was
easier for him as the author of most of the current content, the overall
PyPA dev balance favours GitHub, and most Python community workshops for
new users also express a preference for GitHub. While I have concerns about
that situation in general, in this case, lowering overall barriers to
contribution seemed the most important consideration.
