That may well be the case, but MSVC (Express or full) is the
"standard" for building extensions - it's reasonable to expect that
that is what the "casual user" we're talking about here would have
(anyone who has taken the time to set up mingw for builds can be
assumed to be "experienced" to some level or other...)
