[Distutils] New Documentation URL for pip and virtualenv

Yea that’s a TODO item still. Need to figure out how to handle that exactly, obviously
a simple html page is easy. At the moment i’m thinking it might make sense to just
use RTD and make a dummy doc that just links to the other projects.
