[Distutils] PEP 470 - Repository Side Complete

Just as an FYI, as the specified time has passed since the warnings specified in PEP 470, I went ahead and finished the implementation of PEP 470 on PyPI and Test PyPI. I hope to have a new version of pip out that has it’s side of that as well soon.
