[Distutils] PEP 440 on PyPI

I've just started enforcing parts of PEP 440 on PyPI.

In particular:

* All new versions must be a valid PEP 440 version (including normalization).
* All new versions must not have leading or trailing white space.
* All new versions must not have a local version.
* Going forward sort order will be determined by PEP 440 sorting.
