Thanks. I've mailed that address to ask whether they want to have mail
when bootstrap.pypa.io is down :-)

Could be. It was down a long time, though. And this rolling restart
sounds like it was too well-planned to cause the long downtime I
experienced.
Anyway, I've asked infrastructure@ .
