[Distutils] Don't Use `sudo pip install´ (was Re: [final version?] PEP 513…)

Okay, then :+1: but I would be wary of using the phrasing "should just exit immediately with an error" in such a situation. "should" isn't wrong per se, but you don't actually want it to do that nooooow ;-)
