The manylinux Docker container is heading in that direction already. I
suggest you consider helping out with that effort.
There is also the conda ecosystem, with the conda-forge project using
public CI systems to build packages:
https://conda-forge.github.io/
I imagine a similar system could be adopted for wheels....
