[Distutils] Upload documentation to be hosted at ‘pythonhosted.org’

The problem at the moment is that this is poorly communicated on the
sites themselves. As I demonstrated, <URL:https://pythonhosted.org/>
gives an impression quite contrary to the recommendation you stated.
