[PYTHON DOC-SIG] New StructuredText module

I've updated the StructuredText module at:

  http://www.digicool.com/jim/python/StructuredText.html

to fix a couple of bugs:

  - Titles in descriptive lists did not get character tags inserted.

  - Example text did get character tags inserted, and shouldn't have.

I also added a function to insert interbal links for [references] and
to turn absolute URLs that are preceeded by white-space into anchors.
