I meant the Javadoc markup, not the tool. Doxygen can be found at

http://www.stack.nl/~dimitri/doxygen/index.html

and a sample output at

http://xml.apache.org/xalan-c/apidocs/index.html

It can produce HTML, LaTeX and RTF.
