[Doc-SIG] New(erer) version of STNG-format

I've just put up a revised version of

(or possibly http://www.tibsnjoan.demon.co.uk/STNG-format.html)

It now has my "assumptions" about what each type of colorization ("markup")
should mean, decorating the text from STNG's own description. I've also
mapped out the rest of the document, so it might now begin to be of some
use.

I also rewrote my bit of
http://dev.zope.org/Members/jim/StructuredTextWiki/DocumentationStrings
to be a bit neater, and to refer to said page.
