The "include" directive is already implemented.  For included
reStructuredText source files use::

    .. include:: file.txt

For literal block inclusions (example code, etc.), use::

    .. include:: module.py
       :literal:

Make sure you're using the latest code from CVS or the snapshot.  See
<http::/docutils.sf.net/spec/rst/directives.html> for details.
