[Doc-SIG] Bangla Bn

Hi,

I am Asif Saif Uddin [github.com/auvipy], from Dhaka, Bangladesh and
native Bangla speaker. I am willing to volunteer and co-ordinate bn_BD
translation of the documentation. I am a core team member of celery
project.

I will be looking forward to hear from you and start the translation
works of docs ASAP.
