[Doc-SIG] Arabic Translations Repo

i created a repo at

and modified the readme

since i could not find where i could not find untranslated .po files i've
copied the french folder for now (ar contribs will just erase the french)

i have also pinged some friends to contribute, planning a meeting tonight
to disscuss terms and pr process

i request a community review of the readme if possible
