No, it's too complicated to collect them as we're gathering translations from multiple sources.

You just have to put the Documentation Contribution Agreement  clearly visible at the very top of your README file.

Yes! Maybe name it TRANSLATORS as we did, for consistency: https://github.com/python/python-docs-fr/blob/3.7/TRANSLATORS
