[docs] Triple quotes converted badly in PDF documentation for 3.1

Triple quotes in the restructured text sources are getting converted
badly in PDF documentation.  Consider this from
py3k/Doc/tutorial/introduction.rst:

    Or, strings can be surrounded in a pair of matching triple-quotes:
``"""`` or
    ``'''``.  End of lines do not need to be escaped when using
triple-quotes, but

Which converts to this in the PDF version downloaded from
http://docs.python.org/py3k/download.html:

    Or, strings can be surrounded in a pair of matching triple-quotes:
""" or ”’. End of lines do not need to be escaped
    when using triple-quotes, but

Note that the ``'''`` in the source appears as "' in the PDF.

A more confusing instance is from py3k/Doc/reference/lexical_analysis.rst:

    shortstring: "'" `shortstringitem`* "'" | '"' `shortstringitem`* '"'
    longstring: "'''" `longstringitem`* "'''" | '"""' `longstringitem`* '"""'

Which converts to this:

    shortstring ::= “”’ shortstringitem* “”’ | ‘”’ shortstringitem* ‘”’
    longstring ::= “’‘”’ longstringitem* “’‘”’ | ‘”“”’ longstringitem* ‘”“”’
