[docs] clarification needed for multiprocessing.Process.join() method

Hi,

The multiprocessing.Process.join() method has a timeout argument but
doesn't specify the units. My guess is that the units are seconds. It
would be helpful to (1) specify the units and (2) if the units are
seconds, specify whether floating-point values are accepted. For
example:

    If timeout is None then the process will block the calling thread
    until the process terminates. Otherwise the process will block for
    at most timeout seconds (which can be fractional, e.g., 0.5), or
    until the process terminates, whichever occurs first.
