fromfd is marked as Availability: Unix, but in Python 3 it is also available on Windows:

Python 3.1 (r31:73574, Jun 26 2009, 20:21:35) [MSC v.1500 32 bit (Intel)] on win32
Type "help", "copyright", "credits" or "license" for more information.
>>> import socket
>>> socket.fromfd
<function fromfd at 0x00B9FBB8>

The following lines can also be removed from testFromFd:

        if not hasattr(socket, "fromfd"):
            return # On Windows, this doesn't exist
