The behaviour is a bit more nuanced:
>>> os.path.join('x', '')
>>> os.path.join('x', '', 'y')
>>> os.path.join('x', '', 'y', '', '')
>>> os.path.join('', 'x')

I'm unsure how to word this best, maybe "non-trailing empty paths are ignored"?
