[docs] HTMLParser documentation bug

I am a Japanese Pythonophilia and also a member of the python-doc-ja project.


I found a small bug in HTMLParser library reference.

There is duplicated word "be" in the explanation of the unknown_decl method.

> It is sometimes useful to be be overridden
