[docs] Grammar specification

The '<>' operator has been removed in Python 3.x
(http://docs.python.org/release/3.0.1/whatsnew/3.0.html)
However, it appears to still exist in Grammar/Grammar
I've opened issue http://bugs.python.org/issue13239 to track this.
