[docs] Typo in distutils document

Hello,

I noticed a typo in the distutils module's documentation, e.g. at:
http://docs.python.org/3/library/distutils.html

It currently reads:
" If also contains instructions for end-users..."

It should read:
"It also contains instructions for end-users..."
