Attached patch should fix the deprecated-removed directive. I've tested it with the following examples:

   .. deprecated-removed:: 3.4 4.0

      The ``'U'`` mode.


   .. deprecated-removed:: 3.4 4.0
      The ``'U'`` mode.


   .. deprecated-removed:: 3.4 4.0
