[docs] [issue23312] google thinks the docs are mobile unfriendly

According to Google webmaster tools, the documentation has the following failings on mobile devices:

- The font size is too small. https://developers.google.com/speed/docs/insights/UseLegibleFontSizes
- The viewport is not configured.
- Touch controls are too close together.
