[docs] Dead link

Greetings,

I noticed a dead link on the page https://docs.python.org/3/library/distutils.html#module-distutils.  Clicking on “setuptools” brings you to a page https://setuptools.pypa.io/en/latest/setuptools.html, which complains that “this page does not exist yet.”
