[docs] Small Improvement to argparse tutorial

Just a small improvement, unless I am missing it...

It's left to the reader of the tutorial to figure out how you tell argparse that an argument is optional, vs. positional.  The documentation should clearly state that optional arguments should be indicated as such when calling the .add_argument() method by preceding the name of the argument with two dashes.
