[docs] Bug Report - Scrolling Interaction with Table of Contents

On Windows 7, Mozilla Firefox 53.0.3 (64-bit)

When using links within the table of contents and scrolling back to the 
top of a page, the table sometimes clips through the top of the page. It 
seems to be dependent on scroll speed; you need to scroll slow enough 
that the table doesn't reset itself. See attached screenshots (mostly 
bug2.png) for examples of error.

Apologies if this isn't the right place to report this, but the tracker 
looked to be for Python code issues, not issues with the doc.
