[docs] Missing introduction in https://docs.python.org/3/library/concurrency.html

Hello Python docs,
I meet a lot of engineers who start working with python (from Java, C++, ...) due to its higher productivity.  However I've seen a number of examples where the code is "slow" so the engineers seek to use libraries to speed the code up.

Hence why they come to the chapter about concurrency.

Could you, perhaps, extend the documentation of https://docs.python.org/3/library/concurrency.html to include an introduction along the line of this post:
