[Python Edinburgh] pydata track @Europython

Great Kate and others,
thanks very much. I don't know how the organisation typically works for
tracks but if it's as simple as proposing talks at application stage and
grouping by topics think we'd have a decent amount, I'd up for one in any
case. Keep us posted!
