The other tool I was trying to think of is DOME, which might allow you to
come close to your goal of building relatively simple diagrams that could be
executable (in the DOME environment), as a prelude to pure text coding.

DOME is written in smalltalk and none of the tools I've seen are
particularly oriented to Python, though I think Python would be a pretty
good match for such a tool.
