At least on WinXP, seems there's a bug in
GTK-Runtime-Environment-2.2.4.1.exe which keeps radio buttons from bubbling
in properly.  I went back to next earlier version (2.2.4) and the problem
went away.  

I posted a bug report to the GTK+ for Windows folks on Sourceforge (I've
also recently submitted two Python IDLE-related bugs).
