I can't provide a source of grant money, 
fortunately Python is free.  Here are 2 
resources on using Python and multimedia:

First is from Georgia Tech, the leaders 
of Squeak have packaged their multimedia 
tools with Jython for the required 
computer science class for non-majors. 
The system called JES appears to be a

Second is Ransen Software had a Python 
application called RAPT that was an 
interesting set of graphics extensions 
to create some rather pretty abstract 
art.  The package was not free, and he 
no longer offers it, but it might still 
be available for the asking.  Here is the

Also GollyGee Blocks is written partly 
in Python:

Tell me more about what you plan to 
accomplish if you got funding.  I have 
found that even Logo programming is a 
challenge for students in the K-2 age 
group.
