[EuroPython] Moving the web services track

I've dicussed this with Tim and we are OK now for moving the
Web Services Track to day 2 PM. We'll have three 45 minute talks,
so need both slots.

We still want to keep a session on day 3 for the "Business BoF"
discussion.
