[EuroPython] EP 2004 decision rather quickly?

This can be at least partially be accounted for by using the same location. 
Changing venue locations regularly is a necessity for growth. Also, I think 
Martijn speaks with some experience from the EuroZope community, where we 
also changed locations after two years, because people wanted it somewhere 
else; different locations allows new people to come, because their time and 
financial investment might be lower.
